MEAL Officer


Job Title: Monitoring, Evaluation, Learning and Accountability Officer - MEAL Officer

Reports to: Technical MEAL Officer

Background Information – Job Specifics


The MEAL Officer is responsible for the data collection, analysis, reporting and validation activities, and providing direct support to the Line Manager in contributing to quality programming and organizational learning about the MEAL tools.


Core Responsibilities

Support in developing data collection methodology and tools, and in actual data collection, as needed.
Support in data management and development of clear information flow between program and M&E department.
Conduct qualitative and quantitative field monitoring and verification of project implementation.
Ensure that monitoring data are reported on a timely manner to relevant program and managerial staff.
Carry out a systematic and effective methods of monitoring projects. This includes tracking indicators versus targets in accordance with project/donor requirements.
Establish a learning cycle to help identify risks, challenges and capture lessons to improve project/program design and implementation.
Ensure that the data collection tools are used correctly, and where appropriate, strengthen staff capacity in their use.
In collaboration with project managers/leads, develop project results frameworks (input, output, outcome and impact), if and when needed.
Ensure the effective implementation of the monitoring and evaluation system among all projects within JOHUD in line with the projects requirements, including the development of all required M&E tools and plans.
Maintain flexibility to take on added responsibility as and when needed.

Technical MEAL Officer

Job Title: Technical Monitoring, Evaluation, Learning and Accountability Officer – Technical MEAL Officer

Background Information – Job Specifics


The Monitoring, Evaluation, Accountability and Learning Technical Officer is responsible for developing and ensuring functional Monitoring and Evaluation system to ensure all JOHUD activities are monitored, evaluated and reported accurately and completely in an efficient and transparent manner.


You will develop appropriate and efficient monitoring and evaluation related tools, supervise and lead data collection, analysis, reporting and validation activities, and rolling-out appropriate accountability tools and mechanisms. Plus, you will support to the Line Manager in contributing to quality programming and organizational learning about the MEAL tools.


Core Responsibilities:



Define and carry out a systematic and effective monitoring of projects to ensure data is of high quality and reports are disseminated on time. This includes, but not limited to, tracking indicators versus targets in accordance with donor requirements.
Establish structured M&E tools and frameworks for each project, and standardize the procedures in all projects related to MEAL starting by mapping existing tools and improve them.
In collaboration with project managers/leads, develop project results frameworks (input, output, outcome and impact), if and when needed.
Develop M&E reporting scheme that includes templates, reporting matrixes and timeline for internal reporting to the management and donors.
Ensure that the data collection tools are used correctly, and where appropriate, strengthen staff capacity in their use.
Conduct qualitative and quantitative field monitoring and verification of project implementation.
Provide advisory support to the M&E needs of each project ensuring logical frameworks are relevant, measurable and achievable.
Manage MEAL team members, including monitoring of day to day activities, work plans and capacity building.
Facilitate and serve as project liaison for externally-managed evaluations of projects.
Establish a learning cycle to help identify risks, challenges and capture lessons to improve project/program design and implementation.
Establishing accountability framework for JOHUDs centers and programs, in collaboration with the program teams, donors and the management, which includes developing SOPs, installing accountability tool, ex, (complaint boxes, help line… etc.) and mainstreaming them among all projects.

Field Operations Team Leader


Job Title: Field Operations Team Leader


Reports to: Protection and Inclusion Director

Background Information – Job Specifics

JOHUD seeks Field Operations Team Leader candidate to manage day-to- day activities of a project funded by the World Food Programme (WFP), Provide nutrition-sensitive food assistance to refugees and other crisis-affected populations, Activity#1. The partnership between JOHUD and WFP focuses on supporting the delivery of unconditional assistance to refugees through cash-based transfers to meet their food and nutritional needs.

The Fields Operation Team Leader is responsible for ensuring timely and high-quality project implementation through regular presence in the field to manage the implementation of the activities in the north area of Jordan.

The first phase of the project will be for 6 months and subjected for extension upon fund availability.


Core Responsibilities

Managing all WFP related activities in the north area, help desks, e-card distributions and New Arrivals Vouchers (NAVs) distribution in King Abduallah Park (KAP).
Ensure that the team are providing the services with the required quality.
Direct supervision of field operation assistants, follow-up on daily tasks, work plans, performance management, and capacity building.
WFP help desks sites management, spot checks and maintain sites preparedness.
Prepare and follow up on all databases related to the project, on One drive and internal reporting mechanisms.
Exercise overall responsibility for financial management of the project, track budget and ensure that all activities and expenditure are conducted within budget allocations and manages project activities according to the scope of the grant and budget.
Deliver quality project activities reporting, including the findings in terms of impact/changes at the level of beneficiaries achieved through the project.
Share daily, weekly and monthly reports with donors and senior management as required.
Present JOHUD in internal and external meetings, especially with WFP.
Coordinate with the finance, logistics, and procurement related to the project.
Maintain flexibility to take on added responsibility as and when needed.
