FHI 360 is looking for a Chief of Party (COP) for an upcoming higher education program in Jordan. The COP will be responsible for implementing and managing the technical and operational components of the program. 

Project Description: The higher education program is expected to focus on improving performance of core functions by higher education institutions, including student-centered teaching and learning, research, and engagement; and supporting effective and sustainable collaboration among higher education institutions, industry, and government stakeholders to improve teaching and learning, research, and innovation.

Job Responsibilities:

The COP will help maintain strong collaborations with local HEIs, sub-partners, government counterparts including the Ministry of Higher Education and Scientific Research and other relevant Government of Jordan Departments, agencies and stakeholders with a focus on activities that support locally led higher education systems reforms, employer-responsive curriculum, and industry-aligned research and innovation.  
S/he will ensure seamless coordination with technical efforts and ensure that everything is done in compliance with USAID and GoJ regulations.
The COP will oversee a team of senior technical, finance, grants and administrative staff.
The COP will ensure that sound management, operations and grants/procurement procedures exist to deliver technical and administrative services on time, on budget, and with a high degree of quality and fidelity.  
The candidates should possess a mix of strong management, communication, stakeholder management, and sub-partners monitoring/grants management skills and a good understanding of education and its linkage to the economy in middle-income countries. The candidate would be responsible for the following specific duties:
Strategically pave and lead the direction of the program
With the help of the senior technical staff, build strategic partnerships with the private sector, local USAID Mission, the MoHE, local universities, other donors, and program partners. Organize regular university and private sector dialogues and work to establish or strengthen their partnerships
In collaboration with USAID, set a clear strategic vision, and plan, develop, and coordinate training activities and corresponding budget(s) to meet project objectives and goals and USAID goals of inclusion, localization, private sector engagement, and women’s empowerment
Build capacity of the local in-country team including coaching and mentoring to ensure high quality of and timeliness of deliverables
Oversee the design and implementation of efficient, results-oriented, cost-effective interventions to improve organizations’ human and/or institutional capacity, including administering academic education and technical training of mid- to high-level professionals
Ensure that all program activities are reported on time and a high-quality M&E system is established to capture data
Help organize regular CLA sessions with the relevant stakeholders to share the project’s success and/or challenges on an on-going basis, and collaboratively adapt program strategies and interventions
Work with technical leads and overall project team to develop Annual Work Plans, monthly and quarterly progress reports, set realistic priorities, and plan for the successful implementation of activities
Oversee in-country finances, budgeting, HR functions and procurement, ensuring that all finance and procurement is compliant with USG and FHI 360 policies and procedures, and
Ensure compliance with applicable contract and sponsor requirements while following all FHI 360 policies and procedures.
Minimum Qualifications:

Master’s degree in education, public administration, international development, or related field from an accredited university; Ph.D. or Ed.D. is preferred.
Minimum 10 years of experience in managing complex donor-funded development activities in challenging environments.
At least 5 years of supervisory experience.
Strong knowledge of, and commitment to, gender and social equity issues in education.
Relevant management, supervisory, technical experience working with programs that are of a similar scope and scale to this program, with preference given to candidates with experience in higher education and/or education for employment and private sector engagement
Strong consultative and negotiation skills. Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and stakeholders.
Experience with Generally Accepted Accounting Principles and reporting guidelines, government accounting practices, and Federal Acquisition Regulations (FAR) systems.
Demonstrated leadership, effective organizational development, partnership-building, managerial, teambuilding and communication skills.
Good analytical and problem-solving skills.
Demonstrated ability to work in complex environments, across different cultures, and manage diverse teams to deliver impact within agreed timelines across a broad geographic area.
Proven ability to coordinate with government stakeholders, donors, as well as non-governmental organizations.
Experience in the education sector in Jordan/Middle East or another middle-income country in Southeast Asia strongly preferred.
